Don't you know that we're all in the business to sell beer? 90% of all venues that book live music, DJs, karaoake, etc., are in the business to sell booze, coffee, and food. Only a handful actually exist for the sake of music, and those (Austin Music Hall, La Zona Rosa, The Backyard, Liberty Lunch - RIP) don't book just any old garage band. They are in the business of music, and they book larger bands that can draw enough people to fill up the place. Any 6th Street (or anywhere else) exists solely on alcohol sales. The music is a bonus. Bars hire bands with the hopes that the bands will draw a crowd which will in turn buy lots of booze. Most don't really care about helping young artists develop or to build a following. But if you can draw a crowd that will drink, the bars don't mind sharing with you.

If you want to make better money (for example, $400 instead of $40), go play outside of Austin. Stay away from the bigger cities as well. Hit Temple, San Angelo, etc. Many places are willing to pay fairly decent money for live music.

Or if all you really care about it making money, join a cover or tribute band. Not my thing, but your mileage may vary.
