SHITology inc is an established 501c3 nonprofit charity and our project is ‘Cherokee Recovery Village’ giving the sober homeless resources and temporary residence to find a healthy lifestyle. Bastrop CAD is stalling on our property tax exemption application filed in 2019 and the County authorities are harrassimg us about allowing homeless to stay in our RVs, cabins and pitch tents when we have adequate toilet facilities, showers and even laundry facility. Two Austin television news outlets have aired stories about our facility but refuses to do a story about the tax gouging issue in this county. Bastrop County is demanding a “development permit” to build six primitive cabins from donated pallets and building materials and has been sending environmental inspectors to demand we take down tents and saying no homeless can stay on the property when we have male and female restrooms in our sober lounge and a hot shower house all connected to a septic system. It seems like working to help the sober homeless is discouraged in Bastrop County even when you are doing everything legally. The authorities can't find any legal violations so they use intimidating tactics. Are there any hungry attorneys needing to make a name for themselves in Austin? We just posted a press release to begin a tax gouging campaign against Bastrop Central Appraisal District and would love to get more community support for sober homeless folks which tax increases caused this problem. We obtained almost $7000 in donations to pay 2019 and 2020 taxes which will go to the lawyer when it is refunded, per success. This is the time to give a voice to the real victims of the current economic oppression founded on SHIT.
Open Letter to the Citizens of Bastrop County and the State of Texas
Title: “When Selfishness, Hypocrisy, Insincerity, Treachery (SHIT) Hits the Bureaucracy: A Civic Tale from Bastrop County”
To my fellow citizens, neighbors, and public servants:
I write this not just as a taxpaying resident and Executive Director of SHITology Inc., but as a concerned citizen who has spent far too long staring into the bureaucratic void of the Bastrop Central Appraisal District (BCAD)—only to find that the void doesn’t blink back. It doesn’t respond at all.
In 2020, our nonprofit organization submitted a legally sound, properly documented property tax exemption application for the 2019 tax year and beyond. What did we receive in return? Silence. Not a denial. Not a delayed notice. Just four years of stone-faced indifference, punctuated by unanswered protests, certified letters, and digital paper trails that now serve as nothing more than evidence of inaction.
Apparently, our patience is only being assessed with any regularity at BCAD.
After exhausting all local channels—including their so-called “Taxpayer Liaison Officer” (who may be in witness protection for all we know)—we escalated to the Texas Comptroller’s Office, who promptly informed us that they can’t help and suggested we try the Texas Department of Licensing and Regulation (TDLR). You know the SHIT’s deep when the state passes the plunger.
We’re not asking for favors. We’re asking for fundamental legal rights: acknowledgment of a tax exemption application, the right to a formal protest, and a fair hearing—none of which have occurred. The failure of BCAD to act doesn’t just affect SHITology Inc. It sets a dangerous precedent for every nonprofit, property owner, and citizen who dares to trust the system.
This is no longer about taxes—it’s about transparency, accountability, and whether public servants serve the public or serve time in a swivel chair behind locked doors.
To those in power: we see you. To those affected: you’re not alone. To those who think this is “just the way it is”: Please excuse my French… but SHIT like this must stop.
We call on local media, advocacy groups, watchdog agencies, and every Bastrop County resident who’s been ghosted by public institutions to raise their voices, share their stories, and demand better.
Because this is more than just a tax case—it’s a case study in civic constipation. And it’s time we all took a laxative dose of justice.
Sincerely,
Paul Leo French, BS, MS, LCDC,
Executive Director,
